While completing Portsmouth Gateway Industrial Park project, BFPC was retained to develop Community Revitalization Plan for the City of Portsmouth's entry in America's Best Communities 2014-16 national competition among more than 350 small cities and towns. Based on CRP, Portsmouth was named a semifinalist from among 50 quarterfinalists, earning Portsmouth additional funding for its waterfront development initiatives.
Wichita Falls, Texas

Identified target aerospace sectors for potential expansion and attraction, as part of overall economic development strategic plan. Plan included strategic analysis, competitive assessment, and target marketing plan.
Warren County, Georgia
Client: Warren County Development Authority
Conducted conceptual feasibility study for large tract along I-20 interchange in semirural northeast Georgia for industrial megasite. Findings were highly encouraging for property's attractiveness and competitiveness, assuming issues related to site preparedness are addressed.
Colleton County, South Carolina
Client: Southern Carolina Regional Development Alliance
Conducted preliminary identification of potential industrial sites along underused short-line railroad in rural southeastern South Carolina. Findings that potential sites could be developed to attract rail-using customers led to local government purchase of short-line railroad to generate revenues and tax base.

Chattanooga, Tennessee
Client: City of Chattanooga and Hamilton County, Tennessee
Conducted comprehensive regional economic development study with particular emphasis on feasibility and methodology of reusing a large US Defense munitions production plant constructed in 1941. The community made recommended improvements and rebranded site as Enterprise South Industrial Park. Most prominent result was recruitment of Volkswagen automobile assembly plant, an investment of over $1 billion resulting in over 5,200 jobs.

Jeffersonville, Indiana
Client: River Ridge Development Authority
Objective: To conduct a comprehensive economic development study including a strategy for new business park on the site of a former munitions production plant. Key activities included phasing of development activities, identification of marketing targets, developing marketing plan, and coordinating with other agencies. Several million square feet of new space have since been constructed including Amazon distribution center to employ 1,000. Manitowoc and Goodrich Aircraft Interiors were among others recruited.
Rantoul, Illinois
Client: United Airlines
Studied closed 2,100-acre US Air Force base as possible location for major aircraft maintenance/repair/overhaul complex for United Airlines. Conducted extensive work to assess reuse and to develop conceptual plan to compete with other potential sites. While Rantoul was not successful, more than 80% of space is occupied and over 2,500 are employed.
Independence, Kansas
Client: City of Independence, Kansas
Objective: To advance the economy of a severely depressed small city.
Recommended reuse of airport as most promising long-term opportunity to advance economy of city of 10,000 in isolated part of southeastern Kansas. Over ten-year period, the City worked to prepare the airport for possible diversification. Cessna later announced plans to construct a new plant to assemble its Citation and Mustang jet aircraft and 172 and 182 series propeller planes. Plant has employed up to 1,400 and is largest private-sector enterprise in this part of Kansas.
The Territory of Alabama Power Company
Client: Alabama Power Company
Developed diverse network of large industrial sites, identified prospects for each, and promoted development of major new industrial investment. Led consultant team that analyzed over 500 industrial sectors, leading to 39 “primary” and 32 “secondary” sectors. Assessed 24 large properties to match marketing targets, which included heavy metalworking, chemical processes and aerospace. Study contributed to successful recruitment of billions of dollars to the selected sites including the $600 million Airbus 320 Plant to the Mobile Aeroplex at Brookley, ThyssenKrupp (now ArcelorMittal/Nippon Steel) to Calvert, and Mando Corporation (the largest Korean Tier 1 auto supplier) to Opelika.
